Oxfam International (OI) is a confederation of 14 organizations working together to end poverty and inequality in the world. It looks for solutions to improve the lives of those living in poverty and supports civil society organisations and social movements, at a local, regional and international level, who are working for greater justice between peoples. Oxfam International works in more than 100 countries supporting over 3000 partners. The 14 organisations which make up Oxfam International are based in: Germany, Australia, Belgium, Canada (Oxfam Canada and Oxfam Quebec), Spain, America, France, Holland, Hong Kong, Ireland, Mexico, New Zealand and United Kingdom. Apart from the office in Brasilia, Oxfam International also has advocacy offices in Addis Ababa, Brussels, Geneva, New York and Washington DC. The Secretariat of Oxfam International is based in Oxford, UK.

Team Purpose: To develop and implement, together with other organisations, the campaign and advocacy strategies of Oxfam International in Brazil, linking them to work at a regional (South America and Latin America) and global level.

Job Purpose: To lead and manage the Campaigns and Advocacy Office of Oxfam International in Brazil   Budget Responsibility: Up to R$ 4.000.000,00 (four million Brazilian Reais).

  • Strategic input into the construction of a long term vision for the organisation at the national, regional and global level
  • Elaboration, coordination and delivery of plans and strategies agreed by the Oxfam International affiliates that work in Brazil.
  • Decision- making that requires significant levels of judgement based on technical and managment experience but which is supported within line management or a programme team.
  • Management tasks that range from routine to complex and non routine.
  • Presents creative and innovative solutions to a wide spectrum of both routine and new problems, tasks, and projects
  • Uses strong skills in persuasion, negotiation and the construction of alliances between different actors to achieve the objective of the Brasilia office to influence both internal and external agendas and policy
  • Requires the ability to anlayse and communicate complex information to a wide audience.
  • High level representation of Oxfam International in events and public fora both nationally and internationally
  • Provides technical advice and guidance about political situations which could have an impact on the image of the organisation and pose a risk to its work
  • Leads and manages a team, budget and programs and projects implemented in Brasil.
  • Manages relationships with a wide variety of sectors in society.
  • Produces and shares knowledge and experience.

Key Responsibilities

Strategic leadership of Oxfam International’s campaigns and advocacy work related to Brazil

Strategic leadership of Oxfam International’s campaigns and advocacy work related to Brazil linking it to the regional and global levels

Coordiante the lobby, research and communication work of the Brasilia Office as part of national, regional and international strategies of Oxfam.

Facilitate high level collaboration between member Oxfams on advocacy and campaigns work related to Brazil

Identify opportunities for input from Brazil into international advocacy and campaigns work, taking as a starting point the programme agreed by Oxfam International affiliates who work in Brazil..

Develop and maintain reslationships with a wide array of actors: government, civil society organisations, social movements, university, media, international organisations and the prviate sector amongst others.

High level representation of Oxfam International in different spaces at a national and international level.

Develop and implement communications and media strategies, using good judgement and political sensitivity in the managment of Oxfam International’s reputation in Brazil.

Give interviews and write articles for national and international media

Maintain a high level of expertise in public policies implemented in Brazil and the role of Brazil in the international context: (i) produce and write briefing papers with technical and political analysis (ii) write articles for publication (iii) identify studies and research that can contribute to the effectivenes of campaigns at a naional, regional and global level (iv) promote the translation of documents

Analyse and comment on documents produced by the organisation

Coordinate with Oxfam International in South America (SAM) and in Central America, Mexico and the Carribbean (CAMEXCA) and in other regions where necessary.

Participate in regional and global working groups of Oxfam International

Construct alliances with organisations working on the same issues, especially looking to strengthen their advocacy and campaign skills.

Construct and coordinate alliances with partners, allies and other sectors of society to act together in campaigns.

Build the capacity of and support partners and allies in their campaign work


Manage the Brasilia Office, coordinating closely with and accountable to the OGB office in Recife on legal, administrative and financial issues.

Management of the team of the Brasilia office in line with the human resource policies of OGB and ensuring that staff receive effective preformance management and support in their career development and training.

Approve projects and initiatives submitted by partner organisations on the basis of the agreeements made between the Oxfam affiliates who operate in Brazil.

Ensure the effective monitoring and accompaniment of projects that recieve resrouces from the organisation through: regular visits, analysis of reports and continuous communication

Give or facilitate advice for partners on the subjects of gender, lobby, media and communication, funding possibilities and administrative and financial management.

Supervise assessment or evaluation visits to partners or projects by consultants or members of the organisation.

Produce financial and narrative reports which demonstrate accountabitily and are sufficient for the needs of different affiliates
Skills and Competence


Strong commitment to the values and beliefs of Oxfam International and the desire to fufill an important role in an international organisation committed to overcoming poverty, inequality and suffering through working with others.

Extensive professional experience in the area of advocacy, campaigns and policy work

Profound understanding of the political, social and economic context of Brazil and the role the country occupies in the international arena and in particular in Latin America.

Advanced knowledge of issues and debates related to poverty, inequality, development, regional integration and the environment.

Strategic leadership and management skills

Ability to influence decision makers

Ability to articulate and construct alliances between different actors and sectors through the development of consensus and common positions. Ability to influence and negotiate positions.

Ability to work in partnership in the planning and implementation of objectives which lead to changes in policies, practices, ideas and beliefs.

Excellent ability in written and oral communication including the ability to make oral presentations in high level national and international events.

Proven skills in strategic analysis of the context in order to produce texts and documents for high level audiences within government and civil society.

Sensitivy to questions of gender and diveristy and a commitment to work to eliminate all forms of discrimination.


Long and substantive experience in working in or with Brazilian civil society organisations on advocacy and campaigns.

Experience in developing and participating in national and/or international civil society campaigns.

Experience managing teams, budgets and administrative and financial systems

Education and skills

University level education. Fluency in Portuguese and excellent English (read, speak and write). Excellent Spanish also desireable. Use of software principally Word, Excel, Power Point and email
