TEAM PURPOSE: To ensure Oxfam has the management, technical and logistical capacities to scale up and to rapidly respond to major humanitarian emergencies anywhere in the world.

JOB PURPOSE: To manage Oxfam GB response to the humanitarian crisis in Haiti in one or two municipalities of Port-au-PrinceREPORTING LINES:

Post holder reports to: Response Co-ordinator Humanitarian Programme Manager, LAC

Staff reporting to this post: Directly the PM will manage a Technical Coordinator and a Business Manager, as well as a part time Advocacy and Communications officerBUDGET RESPONSIBILITY: 700,000 CAD
Key Responsibilities

  • Management of the Earthquake response programme to ensure appropriate, timely delivery of aid to the Chilean population according to Oxfam principles and approach based on accurate and in-depth assessment and programme strategy
  • Representation of Oxfam in public forums§ Ensure monitoring, evaluation and accountability of programme intervention carried out appropriately and quality, timely reporting
  • Monitor and ensure administrative and logistical needs and procedures are met and quality, timely reporting
  • Direct line management of the Technical coordinator and Business Manager
  • Manage the security of Oxfam’s staff in Chile
  • Manages overall vision of communications and campaigns for the humanitarian operation in Chile
  • Leads on public policy work in the country
  • Directs the formulation, organisation and delivery of high level lobby and advocacy and actively participates in lobbying and advocacy
  • Being instrumental in the development of an exit strategy and office/project closure and all related activities

Skills and Competence
1. Field experience in emergency and development programme management in 3 different countries, ideally in LAC, preferably with non-government organizations and a good understanding of relevant humanitarian and policy issues. (E) 2. Proven experience in leading and coordination Rapid Needs Assessments, planning, report writing skills and starting up emergency response projects. (E) 3. Sound knowledge and ability to apply NGO/Red Cross Code of Conduct, the People in Aid Code, SPHERE, Oxfam International procedures and other regulatory codes. (E) 4. Experience in advocacy, lobby and policy work (E) 5. Experience of managing a media function (E) 6. Ability to liaise with and represent Oxfam to a wide range of actors at country level (E) 7. High level of written and verbal communication skills (E) 8. Proven ability to motivate, influence and negotiate both internally and externally (E) 9. Knowledge and experience of integrating disaster risk reduction in emergency responses. (E) 10. A proven record of effective project and people management. (E) 11. Knowledge and understanding of monitoring and evaluating programmes and capacity building activities. (E) 12. Analytical and strategic planning skills. (E) 13. Proven numeracy and financial management skills as well as proven proposal and report writing skills. (E) 14. Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts. (E) 15. Excellent teamwork skills and the ability to build good relations both internally and externally. (E) 16. Good written and spoken English and Spanish. (E) 17. Demonstrable understanding and experience of gender equity issues and their relevance to humanitarian response work. (E) 18. High level of self-awareness, good communication skills, patience and willingness to assume supporting role. (E) 19. Ability to take the initiative and make decisions with limited support in fast moving environments. (E)
